Delhi has been ranked top performer in States and UT in Electric Mobility adoption as per the India Electric Mobility Index (IEMI) 2025.
The Index was launched by the NITI Aayog in New Delhi today, which outlines both the policy framework and implementation outcomes for e-mobility at the sub-national level.
After Delhi, the other top-performing States and UTs are Maharashtra, Karnataka, Chandigarh and Goa.
This is the second edition of the Index and it measures the progress of States and Union Territories in achieving their Electric Mobility goals.
Speaking at the release of the index, NITI Aayog Member Rajiv Guaba said that the transition to electric mobility is an economic, environmental and strategic imperative to the ambition of Viksit Bharat by 2047.
Mr Guaba highlighted that there is a shift towards electric mobility, and by 2040, it is estimated that 40 percent of all new car sales would be electric. He noted that India has built one of the most aggressive, targeted e-mobility frameworks in the world.
The Member said that the top score of States and Union Territories has improved from 77 in 2024 to 84 in 2025.
The IEMI tracks, evaluates and scores all Indian States and UTs out of 100 across 16 indicators under three core themes, Transport Electrification Progress, Charging Infrastructure Readiness and EV Research and Innovation Status.
It aims to inform decision-making, foster healthy competition among states, and promote sharing of best practices.
